Migrant Education Program (MEP) - Title I, Part C Education of Migratory Children

    • Support high-quality and comprehensive educational programs and services;
    • Ensure that migratory children who move among the states are not penalized in any manner by disparities among the states;
    • Ensure that migratory children receive full and appropriate opportunities to me the same challenging state academic standards that all children are expected to meet;
    • Design programs to help migratory children overcome educational disruption, cultural and language barriers, social isolation, various health-related problems, and other factors that inhibit the ability of such children to success in school; and;
    • Ensure that migratory children benefit from state and local systemic reforms

Goal of the MEP

The goal of the MEP is to assist all migratory students in meeting challenging academic standards and achieving graduation from high school (or a High School Equivalency program) with an education that prepares them for responsible citizenship, further learning, and productive employment.

ESC Region 9 receives some additional funding from the Texas Education Agency (TEA) to provide technical assistance and training to districts in support of Title I, Part C program services. Some of these services include identification and recruitment of eligible migratory students and families including out of school youth, quality control of migrant related PEIMS data elements and corresponding Texas New Generation System (TX-NGS) data, and validation of Certificates of Eligibility (COE) for migratory students and families.

These state services are provided at no cost to districts.

Every district campus should include the Family Survey or the equivalent in their enrollment packet as well as returning student packets to aid in the identification and recruitment process.
