Texas Strategic Leadership (TSL) at Region 9 ESC

  • Region 9 ESC proudly partners with the Texas Strategic Leadership (TSL) Program, an initiative designed to empower superintendents and district leadership teams to align systems, prioritize strategies, and drive student success. Grounded in the Effective District Framework (EDF), TSL supports districts in designing rigorous, supportive systems that deliver high-impact student experiences at the campus level.

Texas Strategic Leadership

What is TSL?

The vision of TSL is to build leadership capacity and align district systems to achieve lasting improvements in student outcomes. Through customized executive coaching, strategic planning, and performance management, district leaders partner with TSL coaches to:

  • Conduct a Landscape Analysis to understand the current state of the district.
  • Develop a Strategic Plan with prioritized, research-based strategies for implementation.
  • Align district and campus systems to deliver the envisioned student experience.
  • Engage stakeholders to foster collaboration and shared goals.

Key Principles of TSL

  • Student-Centered: Focus on creating a rigorous, enriching experience for every student.
  • Systems Thinking: Align district and campus systems to achieve the envisioned outcomes.
  • Ruthless Prioritization: Identify and pursue high-impact strategies that matter most.
  • Stakeholder Engagement: Build trust and investment among the district community.
  • Performance Management: Continuously monitor and refine systems to ensure success.

Why does TSL matter?

Effective district leadership requires bold, strategic, and courageous action. By partnering with TSL, Region 9 districts can develop actionable plans, build leadership capacity, and foster systems alignment to maximize student outcomes—every learner, every opportunity, every day.
