Dr. Marzano’s vision for K–12 education is simple: the vast majority of schools can be highly effective in promoting student learning. To show how, he created the Marzano High Reliability Schools™ framework. This framework, based on 40 years of educational research, defines five progressive levels of performance that a school must master to become a high reliability school—where all students learn the content and skills they need for success in college, careers, and beyond.

There are five levels of certification schools can attain. The collaboration between the Priddy Foundation and Region 9 ESC allows for full training and support in the first three. These levels include:

Level 1: A Safe and Collaborative Culture

Level 2: Effective Teaching in Every Classroom

Level 3: A Guaranteed and Viable Curriculum

Level 4: Standards-Referenced Reporting of Student Progress

Level 5: A Competency-Based System of Ensuring Student Mastery of Content

Involvement in the HRS program includes leadership teams as well as teacher teams from each campus. Training is conducted by both Marzano associates and Region 9 staff. Additionally, Region 9 staff provides on-campus support for both the leadership team and teachers.
